That makes more sense. Upgrading training skill sets of teachers especially tenured teachers I am sure is something the districts don't consider that or don't want to invest the money to retrain teachers to keep them up to par. Management is like that since the economy started to fall. The companies wont spend the extra money to send you to training, but expect you keep up with the change of time none the less.

I believe that teachers are resistant to change especially when it comes to technology because of three reasons. Timing , Funding, and Experience.

In a perfect world if a teacher was trained in a technology and the ability to put it to good use if they were provided the funding and the correct time for training would that experience be supported by the next teacher?  My Mother always said that sometimes parents thought of teachers as glorified babysitters.  It was not until I had my own child that I understood that statement.  When a Teacher is absent you do worry as a parent if my child is getting all he or she can from that class, if the curriculum is being taught that is sufficient for him or her to pass to the next level.
Timing the opportunity for teachers to be trained on new technology is very limited. This occurs for several reasons the time to pull them away from the class room does affect their students and their ability to learn. 

Funding for training cost money not only in finances to provide the training but to follow up the training with the costly technology need to support the technology trained.
Experience how can the experience continue for the learner to move to the next level? To learn a new technology and not be able to use it in the classroom is a waste.  But not to build on what a student learns in year one with additional information in year two is a reason many teachers do not use technology how can it go further?
